Brownfields Course #1
Brownfields Risk Assessment

 

Target Group: 

Introduction to Risk Assessment under the Environmental Protections for Ministry Staff Government Officials and Qualified Persons who have an involvement with brownfield redevelopment or compliance assistance relating to contaminated sites.

 

Learning Objectives:

This on-line learning session will help you gain a better understanding of the different aspects of Risk Assessment as they relate to the restoration of brownfield properties.

At the end of this learning opportunity, you should be able to:

• Explain Risk Assessment as it relates to the Environmental protection Act and describe the
  relationships the Record of Site Condition;
Identify and define a “Qualified Person” (QP) and explain how the QP relates to the Risk Assessment
  process;
Identify the purpose of a Pre-submission Form (PSF) and explain how and when it is used in the Risk
  Assessment process;

Define Property Specific Standards (PSS) and interpret their relationship to the Environmental Protection
  Act and O. Reg. 153/04;

Differentiate between the different types of Risk Assessment and the timelines associated with each;
Identify the role of the Ministry in determining “Wider Area of Abatement” and interpret its relationship to
  off-site contamination issues;

List the steps associated with a Risk Assessment Preparation and Review Process.

This on-line learning opportunity will provide you with a general overview of the Risk Assessment process as it relates to the Record of Site Condition.  It will help you identify key policy concepts of the Risk Assessment, outline how risk Assessments are submitted and how they are used to support a Record of Site Condition, and how they are approved by an MOE Director.

Mandatory Filing of RSC:
Brownfields Record of Site Condition (RSC) for Municipalities

 

Target Group: 

Introduction to Mandatory Filing for MOE employees, Building Officials, and Municipal Planners who have an involvement with brownfield redevelopment or compliance assistance relating to contaminated sites.

 

Learning Objectives:

This on-line learning session will help you gain a better understanding of the different aspects of the Record of Site Condition (RSC) as it relates to municipalities and mandatory filing provisions.

At the end of this learning opportunity, you should be able to:

Identify the benefits of Brownfields redevelopment to municipalities.
Define the terms RSC, CPU and Risk Assessment and explain how they relate to issuing permits and
  approvals.
Define the term “Mandatory Filing” and explain how a change in property use relates to the filing of a
  Record of Site Condition.
• Interpret and explain how the Mandatory Filing in the EPA relates to the Building Code Act, 1992, as
  amended.
List and explain the different property use categories and give examples.
• Identify and interpret the rules that Building Officials must consider and apply before issuing building
  permits where property use is being changed.
• Identify and explain the role of a Building Official within the RSC Process

This on-line learning opportunity will introduce the legislative and regulatory requirements associated with Brownfield redevelopment as they affect the business of issuing Municipal planning approvals and building permits.  Learners will be able to identify, interpret and apply building code and property use categories as they relate to Mandatory Filing of Records of Site condition for changes in property use at Brownfields sites.
